Biden can use executive orders to direct his agencies on how to enact those law's, aka his policies. However his policies cannot change the law's. The border and keystone are law's.

Her lawyer's failed to prove that the issues actually impacted the results of the election. Her exit poll specialist was easy to discredit.
She can of course appeal this ruling but it's really just wasting the court's time. Don't get me wrong, I believe that there was some folk's disenfranchised, but proving it had a "significant" impact on the outcome is the issue. Very difficult to prove.
