hi, my handlebar is moving...

i believe the cushions (11-12) are worn, but ebay can't even find the oem codes...

are they standard pieces?
maybe I can find them that are less than 20 years old?

They are listed as unavailable. NOS would be your best bet.

If the rubbers are just compressed you can add some shim material between the two halves or under the end washers. You can use some old inner tube for that.

Also if you think outside the box you might find a stopper of similar size at a hardware store and drill a hole for the bolts.
