Do i have to jet the carbs on a 93 intruder 800 if i put slip on pipes on?

Not usually, but you may need to adjust the A/F a bit.
Usually re-jetting is only required if you mess with the intake side.

What Nav said, as long as you have a decent set of baffles in the mufflers you will be OK with an AF adjustment. You will not be too happy with a fully open set.
